Clements as chief of the appointments bureau, completed for Josephus Grabel as postmaster of Beech Spring, VA. Richmond, VA, 17 October 1861 This letter appoints a new Confederate postmaster and authorizes him to "take charge of the public property belonging to the Post Office, aforesaid, such as desks, cases, boxes, tables . . . and stationery."
