Four volumes covering the first seven years of independence, from October 4, 1821 to December 26, 1828, gathering together the laws and decrees of the period, including many related to the borderlands and colonization. Among them:
- April 11, 1823. Recommends accepting the request by Estevan Austin to obtain a concession to establish 300 families in Tejas. The law of colonization is suspended.
- August 1823. Vicar for Bejar, deputies for Nuevo Leon, Coahuila y Tejas.
- September 27, 1823. Exemption of taxes of goods introduced in Tejas.
- August 18, 1824. Colonization Law. Mexico welcomes foreigners who want to immigrate to the country.
- November 4, 1824. Plan to make a channel in Tehuantepec, make suitable for navigation the Rio Bravo of the North and the Rio Colorado and colonize it.

Condition
Some wear and staining to covers; first volume with mostly marginal worming especially in the second half, a few instances of worming in the second volume, some internal soiling or staining; very good overall.
